Mucus is something that is made inside your nose that can come out through your throat. It is not miscible with water.

Muscus has a texture similar to slime, it helps in lubrication and or protection which lines tissues in our bodies. Like our nose, but too much or too thick could be bad. That is where phlegm comes in. Mucus is not to be confused with phlegm, phlegm is made by the respiratory system in events of infection.
