I doubt it says "or". It's probably an and.

[tex]\dfrac{-2}{3}x > 8\wedge\dfrac{-2}{3x} < 4[/tex]

[tex]-2x > 24\wedge3x < \dfrac{4}{-2}[/tex]

[tex]x > -12\wedge x < -\dfrac{2}{3}[/tex]

[tex]\Rightarrow\boxed{-12 < x < -\dfrac{2}{3}}[/tex]

[tex]\Rightarrow\boxed{x\in(-12,-\dfrac{2}{3})}

[/tex]
