Use PEMDAS 

Multiply 1/4 to 8x and 12

Then it becomes; 2x + 3 =5x - 3x - 3

Combine the like terms and it becomes; 2x + 3= 2x - 3

Now put x to one side so subtract 3 from both sides

It becomes 2x = 2x - 6

Then subtract 2x from both sides and it becomes: 0 = -6

Now your answer is no solutions because -6 does not equal 0
